Chair Paul Richter announced that the committee's previously approved analysis of the Belmont Center Gateway District overlay contained two calculation mistakes: an enrollment count that omitted 41 out-of-district special education students and a double-application of a 95 percent occupancy discount already built into consultant RKG Associates' $440-per-square-foot residential value figure — errors that, when corrected, raise the projected net annual fiscal impact by roughly $80,000 to $90,000, pushing the revised full-buildout range to approximately $240,000 to $940,000. The committee spent more than an hour debating whether to issue a formal recommendation on the overlay articles at all, with member Jack Weiss arguing the fiscal impacts are "relatively modest" and the remaining considerations are outside the committee's competence, while member Connor and Select Board Chair Matt Taylor argued that declining to vote after months of financial analysis would leave town meeting members without the guidance they expect.
