Belmont Warrant Committee Approves Overlay Fiscal Analysis, Defers Hotel Report

BELMONT — January 28, 2026 — Belmont Warrant Committee approves fiscal analysis of proposed Belmont Center Overlay District, defers hotel report. The committee voted 13-0 with two abstentions to approve draft seven of its Belmont Center Overlay District fiscal analysis at a January 28 session chaired by Paul Richter, while agreeing to reconvene February 4 to finalize a companion report on the Center Gateway Overlay District hotel component. The approved report, based on an analysis by consultants RKG Associates and town staff, projects a net annual fiscal surplus at full build-out of between $101,000 and $831,000 — less than 1 percent of Belmont's operating budget — with estimated incremental municipal costs of approximately $657,200. The committee debated at length the report's treatment of school-aged children, ranging from 44 to 92 in nine modeled scenarios, with members divided over whether a Metropolitan Area Planning Council study undermining the housing-to-enrollment link applies to Belmont. On the hotel report, member Sue Corey challenged the document's inclusion of a demand section, noting "you're giving the reasons why we should have a hotel" without comparable framing in the residential overlay report. Public commenter Bill Triblisi argued the RKG model's 10 percent office vacancy assumption is unrealistic given Boston-area data showing vacancy has averaged 15 to 18 percent, and questioned whether the hotel analysis accounted for a Healthpeak Properties development near Alewife that he said would offer superior highway and transit access.
