Zoning Board of Appeals · Meeting of October 7, 2026

Pepperell's Zoning Board of Appeals closed the public hearing on the 180-unit Leighton Landing 40B comprehensive permit. The board, chaired by Sean McCaffery, voted unanimously to close the hearing after the state awarded a $2.7 million MassWorks grant on October 1 for intersection work at Leighton Street and Lowell Road. Members denied a waiver that would have allowed outdoor-lighting spillover onto neighboring woodlands and confirmed the project will provide 378 parking spaces against a 405-space bylaw requirement.

Attorney Paul Haverty, representing applicant Mass Ave Rentals LLC, said the team was "in a very good position" to close. The board left open how large an entrance sign may be and how closely third-party engineers should monitor construction, with the town's 40B consultant noting the disputed inspection language is "from every single one of my 48 decisions." A vote on the final decision is due within 40 days.
