Wayland CIPC finalizes addendum recording split vote on Holiday Road article

WAYLAND — April 29, 2026 — Wayland capital committee will tell town meeting it cannot recommend the Holiday Road acquisition article. The Capital Improvement Planning Committee unanimously approved a second addendum to its fiscal 2027-2031 report documenting that a motion to recommend Article 16 had failed on a 2-2 vote, citing "concern about the adequacy of the estimate and lack of clearly defined end use" for the $200,000 due-diligence request. Member John Wilson, absent for the original tally, declined to seek a revote. Chair Kelly Lappin also relayed that the Community Preservation Committee has authorized up to $10,000 to appraise an abutting six-acre parcel at 17 Gleason Lane, previously under contract at $1.3 million. Member Brian Boggia presented a reconciliation showing roughly $2 million in levy, $2 million in debt and $4 million in free-cash variances between the committee's plan and the town manager's.
