Tyngsborough Capital Panel Reorganizes, Adds School Urgencies to Fall Warrant List

Tyngsborough's Capital Asset Management Committee reorganized Thursday and began mapping a potential fall town meeting capital warrant, with no funds yet available and a pair of new school emergencies surfacing. The committee elected Eric Eldridge chair, Earl Mason vice chair, and Danielle Athanas clerk, all by 5-0 votes, at the August 6 meeting. Assistant Town Manager Sean Walsh told the panel that no capital items have been funded for fiscal year 2027 after a roughly $2 million town deficit forced the committee to skip its spring warrant entirely, and that free cash estimates will not arrive until early September.

Walsh added two new elementary school requests to the fiscal 2027 list: a $25,000 HVAC refrigerant monitoring system and $39,000 for four deteriorated exterior door sets. He also removed a $25,000 sprinkler repair line for town hall after a five-year inspection found pervasive pipe corrosion that could cost upward of $600,000 to fully replace. Kalabokis called for an independent second inspection before any major commitment.

Walsh said the elementary school roof, estimated at $800,000 or more to replace, may need a state-required study funded this fall to qualify for Massachusetts School Building Authority reimbursement under a two-year program cycle opening in January 2027.
