Sherborn Select Board Awards $10,000 Bonus to Town Administrator Blanchard

SHERBORN — Dover Select Board votes $10,000 performance bonus for Town Administrator Blanchard and approves new budgeting software. The board voted unanimously Monday to award Town Administrator Michael Blanchard the maximum bonus of $10,000 under Section 6 of his contract after he received an overall performance score of 4.78 out of 5 across five evaluation categories compiled by HR Director Robin Tocino. Chair Steven Tsai moved the bonus, with Vice Chair Dan Sichel saying of Blanchard's tenure, "I am in awe of what he's done." The board also approved the purchase of ClearGov budgeting software to replace the town's Excel-based model, with Finance Director Chris reporting he negotiated the vendor's proposed price increase from 5 percent down to 3 percent and that implementation is targeted for this summer ahead of the next budget cycle.
Additional votes included awarding the solid waste removal contract to BP Trucking at held FY26 pricing, renewing Aponte and Aponte's municipal financial services agreement at half the prior cost, and approving the Collins Center scope of services for the select board size study. The board entered executive session to prepare for labor negotiations with the Dover Police Association and Public Employees Local Union 1116 and to discuss litigation strategy over the Community Center Building Project involving M. O'Connor Contracting.
