Pepperell Board of Health Votes to Pursue Court Injunction Against Nashoba Road Composting Site

Board of Health · Meeting of July 14, 2026

Pepperell Board of Health closes hearing on Nashoba Road composting site, votes to pursue court injunction. The board voted unanimously at its July 14 meeting to uphold its April 29 cease-and-desist order against an unpermitted composting operation at 57 Nashoba Road and to direct town counsel to seek an injunction and substantial daily fines against the property. Board of Health Agent Kayleen reported that the Massachusetts Department of Environmental Protection conducted two site visits the prior week, with the second confirming offensive odors, and determined the operation requires a state permit it does not hold.

A July 13 letter from the town administrator, read into the record, confirmed that legal counsel had already been engaged and a court filing was expected that week. Property owner Louis Lund is expected to bear financial liability. A public commenter identifying herself as Joan said 34 homes in the area have endured conditions she described as "a stench that smells like dead bodies," and building department fines are set to begin accruing July 19 if the operation has not stopped.
