Pepperell Board of Health Authorizes Up to $1,000 for Well Tests Near Failing Septic

PEPPERELL — June 12, 2026 — Pepperell Board of Health votes to fund well tests and redirect textile donations at June meeting. The board unanimously approved spending up to $1,000 from its professional services budget to test two private wells near a failing septic system after Health Agent Dylan LaBonte confirmed a homeowner had connected an RV to the system through professionally installed PVC plumbing in violation of Title 5. LaBonte said he is still attempting to identify the contractor and plans to bring the company before the board once found. The board also voted unanimously to direct all proceeds from Planet Aid textile collection bins — a small recurring revenue stream previously deposited into the town's general fund — to the Senior Center. LaBonte reported that septage hauler Michael Marchand was found guilty on all 12 counts of fraud for submitting falsified disposal slips to the board, with sentencing scheduled the same day as the meeting; LaBonte said he would obtain the sentencing outcome from the Attorney General's office.
