Land Use Committee · Meeting of September 4, 2026
SOMERVILLE — The Somerville Land Use Committee voted unanimously to require special permits for homeless shelters in neighborhood residence zones. Councilor Davis amended his own proposal after Planning Analyst Samantha Carr showed the district covers 74 percent of the city's zoned parcels and 60 percent of its dwelling units. Chair Ben Ewen-Kampen said he weighed the city's Ward 3 warming center in reaching his view that "we'll seriously listen to what the concerns are and decide whether it's an appropriate permit to grant." Councilors Klingin and Saeed both pressed for more clarity on which shelter types the rule would cover.
The committee faces a September 16 statutory deadline for the full council to act. In a separate 5-0 vote, the committee also advanced a tax-increment financing zone for Assembly Square and East Somerville, with Councilor McLaughlin calling it "a compromise" that preserves the city's 20 percent inclusionary housing requirement.
