Newton Committee Opens Charter Review, Forms Council Rules Subcommittee

NEWTON — March 4, 2026 — Newton's Programs and Services Committee voted unanimously to open a review of the city charter and form a subcommittee on council rules. Committee Chair Josh Prizeman announced a four-member rules subcommittee led by Councilor Lyle Baker, with Councilor Brittney Charme and Council President John Oliver also serving. The charter review, taken up as a full committee under Docket Item 77-26, drew caution from Oliver and Baker, who urged the panel to focus on procedural gaps rather than structural questions like council size — the issue that dominated and ultimately doomed the city's last charter commission effort in 2015. Four former charter commissioners, including former Council President Brooke Lipsit, attended and agreed to serve as resources to the committee. Prizeman said he would draft a proposed schedule of charter articles for the committee to review, potentially one article per meeting over the course of a year or more, with any changes requiring a home rule petition signed by the mayor and approved by the state legislature.
