TOWNSEND — The Townsend Housing Authority questioned RCAP Solutions about last winter's heat outage and who owns the town's two senior properties. Shannon Campanella, RCAP's corporate counsel, said the company operates 386 affordable units, including about 50 at Atwood Acres and an estimated 32 to 36 at Townsend Woods. She said the properties are owned by the nonprofit Townsend Elderly Residences, Inc., and that RCAP's president also heads that board.
A representative said RCAP rented heaters during a furnace and boiler failure and promised to supply emergency maintenance numbers. Board members said they have had no contact with the owner's board since about 2017. The board adjourned after setting a joint Nov. 12 meeting with the Affordable Housing Trust.
