Holliston Conservation Agent Outlines Wetland Buffer Rules and Open-Space Initiatives

Holliston Conservation Agent Tyler Skrzypiec explained wetland buffer rules, active open-space projects, and Lake Winthrop health efforts in a public-education segment for HCAT's rebooted "Ask the Town Manager" series. Speaking with host Frank Gervasio, Skrzypiec described the Conservation Commission as a seven-member volunteer board enforcing the state Wetland Protection Act and local bylaws, with jurisdiction over any work within 100 feet of a wetland or 200 feet of a designated river — including Chicken Brook, Jar Brook, and Bogasta Brook. He outlined three nested local buffers: a 100-foot jurisdictional zone, a 70-foot no-build zone, and a 50-foot no-disturb zone.

Skrzypiec cited the planned bike park at 260 Woodland Street as a model of pre-application collaboration, where the town, the New England Mountain Bike Association, and Beals and Thomas engineering negotiated native-plant mitigation to satisfy overlapping no-disturb requirements. He also confirmed the commission recently received Community Preservation Committee funding for a professional trails assessment covering the Fairbanks, N-Star Adams, Town Forest, College Rock, and Rocky Woods parcels on the town's western edge, and noted that any future treatment of Lake Winthrop for invasive species such as milfoil or water chestnut would require commission approval.
