Framingham Planning Board continued two major development hearings and heard pre-application pitches for cluster subdivisions at its July 23 meeting. The board sent the 48-unit, four-story residential proposal at 121 Concord Street back to its architect for a revised roofline and ground-floor unit entrances, after members said false gables do not belong on a building of commercial scale; an updated landscaping plan showed the surface parking lot growing from 144 to 220 spaces. A mixed-use conversion of 1001 Worcester Road into five two-bedroom apartments was also continued to August 13, with the board asking for a landscaped buffer along Pleasant Street after a neighbor warned the change "is going to make Pleasant Street not pleasant anymore." The most contested discussion involved 63-75 Fountain Street, where developer Chuck Berman of Bedrock presented a revised 275-unit plan that reduces commercial space from roughly 32,000 square feet to 2,700, prompting City Councillor John Stefanini to warn the board against accepting "a bait and switch" on a site he called one of the best in Framingham.

Board member Mitch called for the proposed restaurant to be relocated to the street front "where it's actually accessible for the public," while board member Tom raised a legal question about whether clustering all 31 affordable units in one of the three buildings requires state approval, citing a precedent from a prior Bedrock project at Bedingbrook. Both continued hearings return August 13.
