FinCom · Meeting of September 3, 2026
Billerica's Finance Committee clears the way for a major Tech Park retail redevelopment and bike-path funding ahead of fall town meeting. The committee voted 7-0 to recommend a Route 3 Corridor Overlay District covering 66 acres of vacant Tech Park office space, where the planning director said a yet-unnamed national retailer has signed a purchase-and-sale agreement, calling the buyer's identity "a very poorly kept secret." Members also approved $5,000 toward a regional rail-trail feasibility study tied to a $75,000 NMCOG grant, and voted 6-1 to launch a new master plan steering committee after an oversight review found the 2015 plan over 80 percent complete. On the budget side, the committee recommended moving $1.8 million into the debt stabilization fund and withdrawing $2,668,373 from it to cover fiscal 2027 debt service, which totals $13,168,373, while voting 5-2 to strip a duplicate warrant article from the fall warrant.
