Billerica FinCom rejects bike path funding, backs Shawsheen Tech budget

Billerica Finance Committee rejects a $55,000 bike path and conservation warrant article, 5-6. The panel then voted 7-4 to recommend Shawsheen Valley Technical High School's amended budget to town meeting after a sharp procedural fight over whether member Brian, absent from a prior meeting, could question a district representative first. Town Counsel Taryn Gillis, joining remotely, said the earlier vote "could not have bound" the committee since the warrant did not yet exist.
Members unanimously backed a $225,000 free cash transfer and a rescinded $950,000 debt authorization to complete a fire department pumper truck purchase, and unanimously recommended accepting a state law that shortens the town's uncashed-check holding period from three to one year, addressing roughly $600,000 in old outstanding checks. In a roughly 8-3 vote, the committee moved to make Shawsheen's budget a standalone warrant article in future years rather than bundling it with the town budget.
