Finance panel confirms Concord's staffing outpaces five peer towns

Concord Finance Committee confirms town has the region's highest staffing ratio. Member Eric Dahlberg's independent review validated a petition signed by more than 100 residents, finding Concord employs 13.9 general-government FTEs per 1,000 residents, the highest of six towns compared, even after he substituted a higher U.S. Census population figure than petitioners used.
"We are the outlier when it comes to every single one of these things," Dahlberg said. Separately, town finance staff reported the pension system's unfunded liability, now $279 million townwide after a $60 million five-year increase tied to retired and inactive members, won't reach full funding until 2036, six years later than a prior estimate. Member Paul Rodriguez proposed folding health insurance, pension and debt costs back into the town's single budget guideline percentage, a practice abandoned roughly a decade ago.
The committee also heard the Concord Municipal Light Plant will pay the town $453,000 in fiscal 2027 and approved its August 6 minutes unanimously.
