CPC votes 7-0 to finalize bike path, fund warrants

Billerica CPC finalizes warrant language after oversight fight over conservation funds. The committee voted 7-0 to send revised Yankee Doodle Bike Path feasibility-study language to the fall Town Meeting warrant, after the Finance Committee reversed an earlier denial once references to the Rourke Bridge and Chelmsford were stripped out. Members also approved $10,000 for Conservation Fund 1 and $40,000 for Conservation Fund 2, mainly to cover legal and deed work on land the town transferred to the Conservation Commission at the last two Town Meetings.
Member Michelle pushed for warrant language requiring committee pre-approval of every expenditure, warning "we should have some oversight," but the board left the article unchanged, instead asking the town accountant, Amit, to explore a monthly spending report. The committee also voted 7-0 to push its October meeting to October 22, 2026, to avoid a conflict with Town Meeting.
