SOMERVILLE — The Somerville City Council voted 9-1 to back a resolution pushing for a tougher, regional combined sewer overflow plan, with Councilor Ben Wheeler dissenting over an unresolved cost dispute. Councilor Emily Hardt sponsored the measure, citing Alewife Brook overflows that hit DCR parkland five times in 2023. Wheeler said a February MWRA estimate put the higher-control plan's cost at just 3 percent more than the current plan, while an April staff presentation put the gap near 45 percent, a discrepancy he "struggled to explain." The council separately voted 9-1, with Matthew McLaughlin dissenting, to appropriate $2.5 million to settle a lawsuit, Nurse, Bonney and Brown v.
City of Somerville. Budget Director Mike Mastroboni also presented the city's first five-year capital plan in three years, warning that bond yields have jumped from "4.3% on a 20-year note" to "5%."
