FRAMINGHAM — The Framingham City Council approved continued condo trash pickup and a $101,895 regional dispatch assessment but tabled transferring the Pearl Street Garage to the Economic Development Corporation. A councilor invoked a procedural rule, Article II Section 9B, blocking a same-night vote after a late $3 million competing offer from VTT Management surfaced within 48 hours of the meeting, against the FEDC's existing non-binding deal valued near $2.5 million. Fire Chief Dutcher and Local 1652 president Andrew Rokes presented a staffing study showing most sections of the city fail to meet national firefighting response benchmarks, seeking to raise minimum staffing from 30 to 33.
"The process was followed correctly," said EDC member Chris Conley. The garage vote returns November 5.
