Concord TAC to Draft Position Paper on Route 2 Rotary Redesign and MCI Housing Access

CARLISLE — June 16, 2026 — Concord's Transportation Advisory Committee moved toward a formal position paper on the Route 2 Rotary redesign at its June 16 meeting, pressing MassDOT to integrate pedestrian, bicycle, and transit solutions into all four design alternatives. Members reviewed options ranging from an at-grade redesign to grade-separated interchanges estimated at approximately $200 million, and heard that consultants Jeff Speck and Chris Dempsey of Speck Dempsey have told the MCI Concord planning team that 800 to 1,000 housing units are achievable on the site regardless of whether the Department of Public Works is relocated there — a figure members noted would equal roughly 20 percent of Concord's current population. A public comment deadline of June 28 was flagged for the MCI site plan portal, and the Select Board faces an August deadline to finalize a memorandum of understanding with DCAM on the MCI development. A MassDOT public information meeting on the four rotary options is scheduled for June 24 at 6 p.m. at Concord Middle School. The committee approved its May 5 minutes with one amendment and took no other formal votes.
