Concord Finance Committee Approves Minutes, Hears Departments Claim $122 Million Budget
CARLISLE — July 13, 2026 — Concord Finance Committee learns total town budget is $122 million, not the $34 million often cited. The committee met July 13 for nearly two and a half hours of departmental overviews spanning the town manager's office, economic vitality, sustainability, technology, human services, recreation, the Beattie swim center, and the library. A presenter disclosed that the town's full operating budget — including general fund, enterprise funds, and shared services — is $122.1 million, roughly $30 million more than a prior slide had shown because shared services costs were omitted from that figure. Member John Garofalo used the public comment period to urge the committee to spend more time on financial analysis: "I have a general sense that spending and population are moving in different directions, and I need a thorough understanding of the drivers of that." Tourism revenue has grown from roughly $10,000 in 2020 to about $90,000 in FY25, driven in part by a new Colette Tours partnership generating more than $25,000. The committee voted unanimously to approve minutes from June 4 and June 17 and tasked members Paul Rodriguez and Brian Conway with drafting updated information request letters for distribution to departments ahead of October budget discussions.
