Carlisle Public Works Commission Approves 9 Percent Solid Waste Rate Hike for FY27
CARLISLE -- June 10, 2026, Carlisle Public Works Commission unanimously approved a 9 percent solid waste and recycling rate increase effective July 1, 2026. The hike, presented by incoming Interim Public Works Director Aaron McCloscoe at the June 10 meeting, reflects a 12 percent overall budget increase driven by three new costs: an $83,000 Concord Municipal Light Plant billing administration fee, a $107,000 Waste Management electric truck service, and $29,631 in town indirect costs. A standard residential subscription, one trash cart and one recycling cart, will rise from $558.12 to approximately $608 annually, still below private hauler quotes of $600 and $660 for comparable service. The town's solid waste fund balance currently sits at roughly half the Finance Committee's mandated two-month operating reserve target of $415,000; staff presented a five-year plan projecting 94 percent of the reserve target by FY31 through continued annual increases. Finance Committee member Don Kupka, speaking as a resident, flagged that the $9.01 monthly fee for an additional trash cart creates "a disincentive to composting" and urged the commission to consider a franchise hauler model and smaller cart options.
