Carlisle Joins Concord and Lincoln in Three-Town Emergency Dispatch Feasibility Study

CARLISLE — March 16, 2026 — Concord Select Board votes to authorize early in-person voting and advances key town meeting articles. The board unanimously approved early in-person voting for the March 31 annual town election on Thursday, March 26, and Friday, March 27, at the request of the town clerk's office. Town Manager Carrie Dolan announced that Carlisle has joined Concord and Lincoln in a three-town feasibility study for regional emergency dispatch services, with a grant application planned for the Executive Office of Public Safety — a body that provides elevated funding to regional public safety answering points. The board voted to recommend affirmative action on a $600,000 free cash Article 12 appropriation for municipal facilities planning, split among public safety, public works, and municipal office consolidation studies, with the chair stating oversight should remain with "this board and the town manager and her staff." Middle School Building Committee co-chairs Dawn Burial and Don Nelson reported the Ellison Garrison building's final costs are tracking just over $102 million from two authorized borrowings, with the additional $7.2 million appropriation not expected to be needed, and final closeout figures due in late spring or early summer.
