Carlisle Finance Committee Launches Town Deep Dive Series with Finance Department Overview

CARLISLE — June 4, 2026 — Concord Finance Committee kicks off yearlong Town Deep Dive with a two-hour overview of municipal finance operations. Town Manager Carrie Fleur, marking 35 years in public service, briefed the committee on the town's governance structure, legal framework, and long-term liabilities, including an OPEB trust that is 65 percent funded and on track for full funding by 2038, with an annual contribution of $1,384,000. Chief Financial Officer Jennifer Barrett, seven months into her role, described a recently completed $17.5 million bond issuance and plans for priority-based budgeting through the ClearGov platform in fiscal year 2027. Town Assessor Meredith Stone reported total assessed value climbed from $9.38 billion in fiscal year 2025 to $9.98 billion in fiscal year 2026, with single-family values rising from $7.32 billion to $7.80 billion. Deputy Treasurer-Collector Polly Reicher noted the real estate collection rate holds at nearly 99 percent and that a backlog of more than 1,000 delinquent tax-title properties was resolved to 12 over two months. The committee voted unanimously to approve minutes from four prior meetings and agreed to move its July session to Monday, July 13.
