Cambridge City Council Renames Goals Framework, Directs Committees to Set Governing Agendas

CAMBRIDGE — January 27, 2026 — Cambridge City Council scraps "goals" label, rebrands governing framework as "Priority Areas" for new term. At a January 27 special session facilitated by consultant Gabriella Salvatore, all nine councilors agreed to rename the city's published goals framework and direct each committee to develop its own governing agenda in coordination with city staff. Councilor Sabrina Wheeler led the sharpest critique, arguing the existing goals are "at best too vague to really be useful" and may mislead residents — pointing to the council's transportation goal, adopted unanimously even as the body split five-to-four repeatedly on bus and bike lane votes. City Manager Yi-An Huang reported the council's policy order volume fell from roughly 170-180 per term to 140 in the 2024-2025 term, with nearly all receiving responses, and committed to releasing an expanded public tracker for in-process policy work by early February. Councilor Simmons delivered the meeting's most direct value statement: "Equity shouldn't be a goal — it should be the canvas on which we paint all these other things."
