Billerica Cultural Council Meets, Takes No Formal Votes

Billerica Cultural Council holds informal meeting, lacks quorum to vote on grants. Members Maureen, Angela and Jessica met with Massachusetts Cultural Council coordinator Greg, who confirmed LCCs need a minimum of five sworn, appointed members and at least three for quorum before any vote can count. The council's financial report is due October 8, with grant applications due October 15 and a reviewable applicant packet ready by October 22; councils may also reserve up to 20 percent of funds for self-run programming and 5 percent for outreach.

Jessica recalled past sessions that "dragged on" over multiple nights, while Maureen said she wants the council to move beyond grants toward recurring cultural events, citing a longstanding "surplus of grant money" members have discussed but never spent. The group tentatively set its next in-person meeting for September 30, pending confirmation it has enough members to function.
