BILLERICA — June 8, 2026 — Billerica Conservation Commission continued three active wetland hearings and issued one order of conditions at its June 8 meeting. The most debated case involved 12 Kamea Drive, where environmental consultant Mary Cadeau presented a Notice of Intent for an in-ground pool on a Concord River lot for applicant Michael Simmons; commissioners flagged missing contour lines, a pool discharge plan, erosion controls, and a required variance for a fence encroaching into the 25-foot buffer zone before voting unanimously to continue to June 22. The commission also voted unanimously to issue an order of conditions for a sunroom addition at 32 Sheridan Street after consultant Maureen Harold of North Environmental returned with all requested plan revisions. The longest and sharpest exchange came on 14 Sterling Road, a commercial project associated with WL French, where project representative Kyle Hampton confirmed the design remains unchanged despite prior commission concerns; Chair Bill Raburn pressed the applicant to justify in writing why retaining walls are not viable, and multiple members flagged an area behind the property — apparently used for vehicle and material storage — that was never part of the original application. That hearing was continued to July 20. Staff member Isabel Antonis also clarified that a split vote from the prior meeting on file DEP 109-1619 / BBL-1619 constitutes approval under the local bylaw and denial under the state Wetlands Protection Act.
