Tewksbury Conservation Commission Continues Livingston Street Road Project, Ratifies Six Emergency Certifications

TEWKSBURY — April 8, 2026 — Tewksbury Conservation Commission ratifies six emergency certifications and continues a multimodal Livingston Street road project to its April 22 meeting. The commission, chaired by Daniel Ronan and meeting with all four members present, voted unanimously on every item at its April 8 session. The most substantive hearing involved a Notice of Intent filed by the town Department of Public Works for improvements to Livingston Street between Roy's Way and East Street, proposing a five-foot granite-curbed sidewalk, dedicated bike lanes, a concrete retaining wall, and upgraded stormwater treatment in a corridor where three delineated wetland areas fall within the 100-foot buffer zone; the commission opted to continue the matter after learning DEP had issued minor clerical comments on the application. Kevin Carter of GCG Associates, the DPW's engineering firm, said the town's goal is to begin construction by summer 2026. The six emergency certifications ratified covered two water main breaks, a roadway water leak, two sewer tie-ins — including one where sewage had backed up into a home — and removal of five wind-damaged trees at 360 Pinnacle Street.
