Billerica Planning Board advances Route 3 rezoning and a master plan reboot, backed by an AI-drafted rulebook. The board voted 6-0 to recommend a Route 3 Corridor Overlay District covering 66 acres of Tech Park office space, where staff said assessed value could jump from about $300,000 to $1 million per acre under retail redevelopment. Members also voted 6-0 to amend a warrant article creating a "Comprehensive Master Plan Steering Committee" to update the town's 2018 master plan, after the Finance Committee backed it 6-1.
Member Blake Robertson said staff used the AI tool Claude to help rewrite the board's policies and procedures: "fed them into Claude, who then generated the text here that you see before you." The board also began fielding comments on a state-owned parcel on River Street Extension slated for housing at a minimum of four units per acre.
