PEPPERELL — The Planning Board voted to recommend Jim Galvin to the Select Board as its associate member. Galvin, a retired high-tech manager, told members he disliked "empty storefronts" downtown and favored incremental, data-driven change. All four members present voted aye; Sean Dorey was absent.

The board also tentatively targeted January 25 for a second special town meeting on the commercial district table of uses, with Clerk David Ganong asked to work backward on hearing dates. Staff member Jason said it was his last meeting. Member Amanda Huntington asked for a letter supporting added affordable units at Pepperell Meadows, which has a three-year wait list; the board took no vote and will see the draft at its next meeting.
