Town Meetings · Meeting of October 27, 2026
Pepperell town officials previewed 13 Town Meeting warrant articles ahead of the November 7 vote at Nissitissit Middle School. Town Administrator Andrew McLean and Town Accountant Sandy Kupcha outlined a proposal to convert the Patriot Regional Emergency Communication Center into an enterprise fund, which P-REC Executive Director David Stairs said carries "no control that's being given up" and no cost to the town. Kupcha detailed $357,096 in net fiscal 2027 budget cuts, including a $332,696 drop in the Middlesex County Retirement Assessment and an $84,400 health insurance savings, which freed up $80,000 for added capital spending.
Separate warrant articles include a $350,000 capital request for Town Hall roof and paint work plus police locker room upgrades, a roughly $300,000 public works equipment lease, and a plan to fund future fire apparatus, including a replacement for a 34-year-old pumper, entirely within the existing tax levy. No votes were taken; all 13 articles go before Town Meeting on November 7.
