Pepperell Affordable Housing Trust Sets Two Priorities: Zoning Letter and Pepper Meadows Expansion
Affordable Housing Trust · Meeting of July 9, 2026
Pepperell Affordable Housing Trust advances zoning letter and Pepper Meadows outreach as twin priorities. The trust met July 9 to work through a draft position letter to the Planning Board ahead of an expected rezoning article at an upcoming Town Meeting, centering on a proposal to require that developments of six or more units set aside at least 10 percent as deed-restricted affordable, with a cash payment to the trust as an alternative for smaller projects. Members also reviewed the status of Pepper Meadows, a roughly 40-unit, federally supported senior housing complex managed by East Point Properties, whose USDA affordability covenants are tied to a loan not serviceable until approximately 2033 to 2035.
"He's basically, Justin very forcefully said, this place is not going to change the legal structure of use. It's not going to move from affordability anytime soon," one member said of a prior meeting with the property manager. The trust, which holds roughly $220,000 in available funds, agreed its two active priorities are the Planning Board zoning letter and arranging a follow-up meeting with East Point Properties to explore possible density increases on the existing parcel.
