Newton Council Committee Holds Tree Notification and Design Items 8-0

NEWTON — January 21, 2026 — Newton council committee advances standardized tree notification form, stalls on broader expansion. The Programs and Services Committee voted 8-0 Wednesday to hold two tree ordinance items, directing the city law department and Acting Commissioner of Parks and Recreation Mark Welch to draft a standardized neighbor-notification form for tree permit applications. Vice Chair Julia Malachite of Ward 3, the lead sponsor, argued that current notifications — already required for construction and non-exempt permits — range from detailed arborist letters to bare certified-mail receipts with no substantive content. A straw poll showed unanimous support for standardizing the form but only about three members backing Malachite's second proposal: expanding notification requirements to exempt permits, a category that generated roughly 540 applications in 2025. Welch estimated the form standardization would be "work neutral" for his department but said the expansion would add complexity for both homeowners and tree contractors. The committee also held a second item, 29-26, aimed at incorporating tree preservation earlier in the development-review process, with Acting Planning Director Katie Lowell saying the department "definitely can bring it up earlier" at Development Review Team meetings.
