Finance panel OKs $3.1M pump station bond

Finance Committee · Meeting of October 21, 2026

Somerville's Finance Committee voted 4-0 to recommend a $3,143,557 bond for Poplar Street pump station cost overruns tied to a federal PCB soil-disposal rule change. Director of Infrastructure and Asset Management Rich Raich said the contractor's initial $4.4 million change-order request was negotiated down over nearly two years with help from engineer Stantec and project manager PMA. The committee also recommended a $100,000 Racial and Social Justice Fund grant round covering 23 of 64 applicants, and a $35,000 Department of Mental Health grant for police crisis intervention training.

Councilor Scott called the RSJ fund "underutilized and under-tapped" since its 2020 creation. A council order on AI vendor contracts was marked "work complete" after staff identified one qualifying product, Blue Voice, while Councillor Link raised concern that an Outlook spam filter had silently buried constituent emails for months. A proposal to turn Somerville High School into a teen center stayed in committee pending an administration site walkthrough.
