WATERTOWN — The Council on Aging voted to change its bylaws so meeting notice goes to the city clerk by 3 p.m. on the Thursday before a meeting. The old rule required posting seven days ahead, and members said the state requires 48 business hours. Lydia reported that the Heart to Home frozen-meal pilot gave out 96 free meals in February and that almost 30 seniors attended a kickoff.
She said City Manager George Palopanis's capital draft includes about $17 million for a new senior center, and that a council letter on needs awaits his response. Russ, a member, said seniors "are going to have to work a lot harder to pull the wool over our eyes."
