Town Meeting · Meeting of October 19, 2026
Chelmsford Fall Town Meeting rejected a proposal to study a Parks and Recreation Department by a two-vote margin, 66-68, after extended debate over whether the town's existing Open Space and Recreation Plan already covers the need. Town Manager Alex McGee and Assistant Town Manager John Sousa presented a five-year forecast showing a projected $3.8 million deficit in fiscal 2028, driven partly by a 13 percent projected health insurance increase. Town Meeting approved a ban on non-recyclable black plastic food containers effective January 1, 2028, passing 131-2, and backed $610,000 in Community Preservation Act funding for affordable housing projects at 79 Groton Road and 255 Princeton Street.
Nearly a dozen free cash transfers passed by wide margins, including $800,000 for roads and sidewalks and $350,000 for town office restroom renovations. One member called the parks article redundant, saying "we feel that this article is redundant to the current effort as expressed in the Open Space and Recreation Plan." The session adjourns to Thursday, October 22, to finish five remaining zoning articles.
