Carlisle Public Works Commission Opposes Solar, Composting Petitions; Backs $600,000 Planning Fund

CARLISLE -- March 17, 2026, Carlisle Public Works Commission unanimously opposes solar rooftop bylaw and composting petition, backs $600,000 facilities study. The commission voted 4-0 at its March 17 meeting to take no action on Citizen Petition 30, which would require solar installations on new public buildings, citing the behind-the-meter configuration requirement as tied to a potentially changeable utility pricing model and warning that mandatory Select Board waiver hearings would slow development. Member Ben Weber said locking the requirement into a bylaw rather than an administrative policy "defines a current business and pricing model which changes over time." The commission also voted 4-0 against Citizen Petition 42, a student-backed proposal urging the town to negotiate a composting ratepayer plan; program analyst Justine St. John said current staffing "would make it really hard to manage a good program, a program the town deserves with our name on it," and Select Board member Paul Bohm called it "an unfunded mandate." In its only affirmative vote, the commission unanimously backed Warrant Article 12, a Select Board-sponsored $600,000 free-cash appropriation to fund feasibility studies for a potential West Concord fire headquarters, assessment of the Walden Street public safety building, public works campus relocation to MCI Concord, and consolidation of roughly 14 town offices, assets whose combined replacement value was estimated at $100 million to $150 million.
