Boxborough Finance Committee adopts three financial policies as town reports roughly $3 million budget windfall. Town Administrator Mike Johns told the panel fiscal 2026 closed with about $1.5 million in unspent appropriations and local receipts running $300,000 over budget, pointing to preliminary free cash of $4.2 million to $4.7 million. Members voted 6-0 to adopt Reserve Fund Transfer, Budget Transfers and Audit policies, and reviewed a Fall Town Meeting warrant covering an MBTA Communities zoning fix, a two-year data center moratorium, a permit-fee overhaul expected to net $50,000 to $55,000 annually, and an 18.5-acre, roughly $1.475 million Richardson farmland acquisition.
A $25,000 study of a beaver dam threatening the Hager Bridge school evacuation route drew pointed questions: "I struggle with spending that kind of money" without a concept plan, one member said. The committee's final warrant vote is set for October 6.
