Belmont officials release orientation video explaining town meeting structure and budget process. Town Clerk Ellen O'Brien Cushman, Town Moderator Adam Dash and Warrant Committee Chair Paul Richter walked new and veteran members through Belmont's 288-member representative town meeting, one of the largest in Massachusetts and in place since 1926. Cushman said turnout in the town's most recent local election was just 20 percent, telling viewers to "vote local." Richter detailed the Warrant Committee's budget calendar and its $500,000 emergency reserve, which lets the 17-member committee approve unforeseen spending, such as heavy snow removal, without a special town meeting.
No votes were taken; the video was produced for Belmont's community access TV ahead of the annual town meeting in May and June.
