Arlington Town Meeting Rejects Tree Canopy Expansion, Passes Park Protections and Fee Updates

ARLINGTON — April 29, 2026 — Arlington Town Meeting rejected a citizen-sponsored expansion of the town's tree preservation bylaw Wednesday and passed a package of bylaw updates affecting parks, fees, revolving funds, and recall elections. The substitute motion by Robin Bergman, Precinct 12, and Jennifer Cutraro, Precinct 11, which would have extended protection to trees 10 inches diameter at breast height or larger anywhere on a lot during construction, failed 67 to 132 after opponents raised concerns about economic impact on homeowners and the capacity of the town's single tree warden to administer a broader program. Town data cited by proponents showed 80 percent of trees outside setbacks were removed in surveyed properties from 2023 to 2025, compared with 14 percent inside setbacks, which are already protected. By contrast, an amendment to Article 22 expanding park protection areas and adding a $100 fine tier passed 177 to 33 with a severability clause added by petitioner Elaine Crowder of Precinct 19 to guard against potential state preemption of the fines language. Town Meeting also approved revolving funds for 17 Irving Street and 27 Maple Street, authorized home rule legislation to raise all-alcohol on-premises licenses from 20 to 30, passed a recall election modernization measure 180 to 1, and postponed Articles 10 and 21 to May 13 to resolve scope and drafting issues.
